Detailed descriptionGlobal Objective:
  • To provide the relevant services of the European Union, the interested stakeholders and the other audience with an overall independent assessment of the performance of the “Sustainable support to persons displaced by conflict and natural hazards and their host communities” action and its 5 interventions, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results.
  • To identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.
Specific objective:
  • To assess the current implementation status to identify strengths and areas for improvement, optimising ongoing and future phases of the intervention in the forced displacement sector, and to ensure accountability for the use of EU resources.
  • To evaluate the effectiveness of synergies among interventions to enhance collaborative efforts and align frameworks, ensuring they collectively contribute to the Action’s objectives.
  • To inform the intervention's exit strategy to ensure sustainability and draw replicate lessons from the design phase for other EU interventions in the region's forced displacement sector.
Qualifications and skills required for the team:
  • Excellent analytical and reporting skills, in particular demonstrated ability to conduct comprehensive analyses and produce clear, concise, and insightful evaluation reports, including gender and conflict-sensitivity analysis where applicable.
  • Excellent communication and liaison skills, in particular, with the ability to effectively engage and liaise with a diverse range of stakeholders, including local communities, government officials, and international organisations.
  • Demonstrated knowledge of the EU external policy actions and development cooperation, in particular knowledge of the EU migration and forced displacement strategy and policies, including those relevant to Ethiopia.
  • Thorough knowledge of the Ethiopian migration and forced displacement (policy) context.
  • Demonstrated knowledge of the EU institutional framework and understanding of the procedures for carrying out EU external actions operations, and EU aid modalities and mechanisms.
  • The evaluation team will have command of English at level C1 of the Common European Framework of Reference for Languages (CERF) - both spoken and written.
  • At least one team member will have command of English at level C2 or higher.
  • Good command of Amharic and any other regional languages at level B2 or higher of the CERF will be considered an asset.
Professional experience of the team:
  • The evaluation team must have a cumulative experience of at least 10 years in the field of evaluation, mostly in, but not limited to, development cooperation.
  • The evaluation team must have a cumulative working experience of at least 8 years in the following areas: migration and forced displacement.
  • The team leader must have a minimum of three successfully completed intervention-level or strategic evaluations, of which at least two as team leader.
  • At least one of the experts must have previous working experience in the Ethiopia.
  • At least one of the experts must have recent technical/sector knowledge and at least 3 years of experience in livelihoods.
  • At least one of the experts must have recent technical/sector knowledge and at least 3 years of experience in WaSH infrastructure.
  • The evaluation team must have at least two previous experience(s) of working with either rights-based and do no harm approach, gender mainstreaming, conflict-sensitive approaches.
