Job Category: LogisticsDegree Level: Bachelor's DegreeJob Description:Role and responsibilitiesThe purpose of the Logistics Team Leader position is planning, organizing and coordination of the logistics and procurement duties, functions and responsibilities to ensure efficient and effective delivery of goods and services in support of programme implementation in NRC Afar.Generic Responsibilities
  • Ensure compliance with NRC policies, guidelines and standards.
  • Specific technical responsibility for implementation of the support functions
  • Provide specific technical support and capacity building towards support staff.
  • Monitor the progress of team activities and ensure they are implemented according to standards.
  • Implement complex systems and procedures in line with NRC policies, SOP's, and handbooks.
  • Line management of Logistics team
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Responsible for ensuring quality support to project implementation effectively and efficiently.
  • Ensure proper filing of all logistics documents and the implementation of SSD Policy (Securing Support Documents) including programme reconciliation of deliverables.
  • Responsible for technical capacity building of Rakhine Logistics staffs
Specific Responsibilities
  • Ensure the NRC asset list is up to date and accurate at both area and field level.
  • Oversee all logistical procedures are followed by the projects.
  • Check all logistic procurement documents before signature to ensure they are in line with NRC regulation and with donor's regulation Record personal location tracking for both national and international, leave records.
  • Check all logistic-related contracts are in line with NRC guidelines and procedures.
  • Ensure that transparency and accountability are always met within our procurement procedures and within logistic procedures.
  • Setup Suppliers Pre-qualification, Long Term Agreement (LTA) or Framework Agreement (FWA) in area and field level as required and feasible
  • Schedule and ensure preventive and repair maintenance of NRC owned and right to you access vehicles.
  • Manage vehicle movement plans.
  • Supervise warehouse management of the Area Office and Field Offices.
  • Complete reconciliation of fuel use and other stock items when required.
  • Respond fully to spot checks on transactions and have a particular responsibility towards maintaining transparency and accountability within logistics and procurement.
  • Ensure quality and cost efficiency for procurements at area and field level.
  • Prepare and submit logistic related reports in line with donor's requirement in timely manner. Assist Logistic manager in preparing reports for donors and audit purpose when required.
  • Regular field visits for logistics compliance spot check and to provide necessary trainings.
  • Lead logistics team ensuring quality supports to project implementation analyzing all logistical supports and data, monitoring all support functions and prepare appropriate reports for same. Develop and maintain a database of records to ensure smooth delivery for all projects as per the procurement plan.
  • Ensure proper filing of all logistics documents in all offices as well as on NRC's cloud-based filing tree storage system O365
  • Other additional task assigned by line manager.

  • Minimum 2 years of experience of logistics and supply chain in humanitarian sectors
  • Bachelor Degree in logistics or supply chain management
  • Previous experience from working in complex and volatile contexts
  • Documented results related humanitarian logistics management and supply chain system
  • Local context knowledge of private & public services network
  • Sufficient in English language proficiency in both written and verbal
